Summary
The Ministry of Municipalities and Housing requires the exterior shop sign to be raised letters only, set in the band between the ground and first floors, 80 cm high with 25 cm clear on each side of the frontage, lit from behind the hollow letters and with no floodlights. Content is limited to the trade name, the CR number and the logo if any, as registered, and any different design is submitted to the Amanah as a proposed design for review and approval.
In Jeddah the ministry requirements apply together with the Amanah's urban design guides. This guide puts the dimensions in one table, explains lighting and the common rejection reasons, and ends with what we prepare in the sign file so it passes at the first submission.
The sign's dimensions and content in one table
These are the main provisions as published in the ministry's requirements document, with the logo and CR-line sizes as they appear in its illustrative drawings. The sign is measured against your own frontage, so a survey, or a photo of the facade with measurements, remains the first step before any design.
The document's drawings also handle special cases: arcaded frontages, building projections, and mezzanine letters placed above the mezzanine level with a 25 cm clearance. Upper-floor businesses inside a building get no letters on the facade at all; they are gathered on one directory sign inside the building.
| Item | Requirement | Note |
|---|---|---|
| Sign type | Raised letters only | Alternatives go to the Amanah as a proposed design |
| Position | Within the band between the ground and first floors | No signs or letters on upper floors |
| Letter band height | 80 cm | Without obstructing windows or openings |
| Side clearance | 25 cm on each side | Measured from the shop frontage limits |
| Logo | About 50 cm | As shown in the document's drawing |
| CR line | About 15 cm | In the same colour as the letters |
| Content | Trade name, CR number and logo if any | Exactly as registered in the CR |
| Backgrounds | The facade's own finish materials only | No added backgrounds behind the letters |
Lighting and what is expected for safety
On lighting the requirements are explicit: the letter lighting is concealed behind the hollow letters, and floodlights are prohibited. In practice that means letters lit from behind or through the face by built-in modules, with no visible light fitting on the facade.
The published provisions do not go into electrical detail for shop signs, but sound execution is part of a sign being accepted and lasting. In our work we use lighting modules and drivers rated for outdoor use, with wiring concealed inside the letters and the facade, so the sign stays safe and keeps its look in Jeddah's climate.
Common rejection reasons
The wrong-examples page of the requirements document pictures the most frequent violations, the same ones visible on Jeddah's streets:
Fines and removal fall under the municipal violations and penalties schedule; we publish no amounts because the adopted schedule was not available to consult at this guide's last review. The practical point: reworking an installed sign always costs more than designing a compliant one from the start. In our review we compare the design item by item against the table above before any fabrication.
- A box sign, flex face or framed acrylic, instead of raised letters.
- Floodlights mounted above the sign or aimed at it.
- A cladding or other background added behind the letters over the facade finish.
- Signs or letters on upper floors, or letters covering windows and openings.
- Content beyond the trade name, CR number and logo, or different from what is registered.
What applies specifically in Jeddah
There is no Jeddah-specific signage guide on Balady: what applies is the ministry requirements themselves, plus the urban design guides issued by Jeddah's Amanah. The commercial buildings guide (January 2025) requires shop signs and names to be designed within the building's own elements, in line with the signage requirements, and prohibits box signs for the names of commercial complexes. The same guide directs exterior lighting towards entrances, prohibits drowning the whole building in intensive multi-source lighting, and asks for shopper wayfinding signs in clear single-colour letters on a contrasting background at a height of 2.5 metres.
Inside malls and complexes a third layer applies: the mall management's own signage criteria, whose approval comes before fabrication. Your activity's municipal requirements, by activity code, appear free of charge in the Commercial Activities and Municipal Requirements service on Balady; check them before approving the design.
The licence and the fee, briefly
The sign is not licensed on its own: its fee is computed within the activity's commercial licence on Balady, by sign type (instructional or advertising) and area in square metres, together with the activity, region and licence period. Run the official fee calculator with your activity's details rather than relying on unofficial figures in circulation. The steps and documents are in our separate guide to the shop-sign licence on Balady.
What we prepare in the sign file
So the sign passes at the first submission, we hand over a file the Amanah reviewer can read at a glance:
Send a photo of your facade and we check its compliance for free; include the approximate frontage width if you have it, and we reply with what the sign needs in order to pass.
- A dimensioned facade drawing showing the 80 cm band, the 25 cm side clearance and the letter positions.
- The material, concealed lighting and driver specification.
- A day and a night render on a photo of your actual facade.
- The sign area in square metres to enter in the fee calculator.
- And when departing from the default design: a proposed-design file ready to submit to the Amanah.
